To slice burden in half

ATLANTIC CITY Gov. Jon S. Corzine said he is willing to risk re-election to improve the state's finances, although details of a plan to do that will remain secret until at least January.

What he did say, however, is that any plan should cut the state's debt load in half, or bring in $16 billion; he also said the state would change the way it borrows money by adding limitations.

"I don't want to clean the manure out of the barn, only to have someone else fill it back up," Corzine said Thursday in comments before hundreds of public officials at the New Jersey League of Municipalities annual luncheon in Atlantic City.

Corzine wants to create a non-profit entity to manage the toll roads, which could bond against future toll revenue for an up-front payment to help pay down some of the state's $32 billion debt.
